One of the first questions a careful property buyer should ask about any plot in Tamil Nadu is: "Is this layout approved?" The next question — which many people don't know to ask — is: "Approved by whom?"

The answer depends on where the property is located. Tamil Nadu has two main planning authorities that regulate layouts and constructions, and knowing which one applies to your plot is not just a technicality. It's the difference between a legally safe purchase and a ticking time bomb.

The Two Authorities: Who Controls What?

CMDA — Chennai Metropolitan Development Authority

The CMDA governs planning permissions within the Chennai Metropolitan Area (CMA), which includes the city of Chennai and several surrounding districts and municipalities — covering a significant portion of Chennai's suburbs including parts of Kancheepuram and Tiruvallur districts.

If your plot lies within the CMA boundary, the layout must be approved by CMDA.

DTCP — Directorate of Town and Country Planning

The DTCP regulates planning permissions for the rest of Tamil Nadu — all areas outside the Chennai Metropolitan Area. This includes cities like Coimbatore, Madurai, Salem, Trichy, Vellore, and the rapidly growing suburban areas around them.

For plots in these regions, DTCP approval is the standard requirement.

Why Does Approval Matter So Much?

A layout approval from DTCP or CMDA confirms several things:

  • The land has been legally subdivided into plots as per planning regulations

  • Roads, drainage, and open space requirements have been met (or committed to)

  • The land use is permitted for residential (or commercial) purposes under the master plan

  • The developer has complied with the relevant town planning laws

Without approval, you're buying a plot in a layout that the government does not officially recognise.

What Happens When You Buy an Unapproved Plot?

The consequences can be severe:

Bank loans are difficult or impossible — Most banks and housing finance companies will not sanction loans for plots in unapproved layouts. If you're planning to finance your purchase, this is an immediate problem.

Building permissions are denied — You cannot legally construct a house on a plot in an unapproved layout. The local body will reject your building plan application.

Regularisation is not guaranteed — Some buyers assume that unapproved layouts will eventually be regularised by the government. While Tamil Nadu has run regularisation schemes in the past, they are not guaranteed, and the fees and conditions can be steep.

Resale value is affected — Future buyers will face the same restrictions. Unapproved plots are harder to sell and typically command lower prices.

How to Verify DTCP Approval

For plots outside the Chennai Metropolitan Area, visit the DTCP portal at tcp.tn.gov.in. You can search for approved layouts by district, municipality, or developer name.

The approval document will show:

  • Layout plan number and approval date

  • Total number of plots approved

  • Road widths and open space requirements

  • Validity period of the approval

Ask the developer for the DTCP approval document and verify the layout plan number directly on the portal.

How to Verify CMDA Approval

For properties within the Chennai Metropolitan Area, visit the CMDA portal at cmdachennai.gov.in. CMDA approval information is available for registered layouts.

You can also visit the CMDA office directly for a certified copy of the layout approval — this is recommended for high-value purchases.

What About Panchayat-Approved Layouts?

Some sellers claim their layout is "panchayat approved" or "municipality approved." While local bodies do issue permissions for certain developments, this is NOT the same as DTCP or CMDA approval. A panchayat approval does not substitute for planning authority approval.

Be especially careful with plots described as "panchayat layout" in areas that fall under DTCP jurisdiction. Verify whether a formal DTCP layout approval exists in addition to any local body permission.

Approved Doesn't Mean Everything Is Perfect

Even with DTCP or CMDA approval, other issues can exist. The seller may have subdivided approved plots further without permission. Roads promised in the layout plan may not have been developed. Drainage infrastructure may be incomplete.

Always verify the current status of the layout — not just the original approval document.
